poly manifold

i have a 1958 dual quad poly manifold that i put adaptors on so i could run
carter 400 afbs on but i am having a problem
the car is a 1963 dodge 440 with a 318 poly motor
i have put the carbs and headers on an it has made a big difference in
performance but i cant get them to idle any lower than 1800rpm
the timing is perfect according the timing lite but the vacum gauge says the
timing is out i have looked for a vaccum leak but cant seem to find one
any ideas?
the heat exchange has been welded up
the original carbs are wcfbs but the 400s were easier to come by
