Air inlet.

The grill in front of the windshield--heater fresh air inlet.. Is there a 
way to get inside  of that plenum to clean out old dirt and leaves? I would 
like to get in there and coat it with POR15 or some rust encapsulator.. 
Also, where  does water that gets in there drain out?.Thanks for any 
help..............MO
