A Horn Relay, the wire harness is probably shorted out in the steering
column or horn switch under the steering wheel.  I bet the horns are
disconnected also?  It is getting hot because it is being energized from the
short and thinking it is blowing the horns.  They were designed only to be
energized for a short time to occasionally blow the horn.
