Thanks all. Herb was right about the horns being disconnected. I pulled the wire off the horns because they would occasionally honk when I turned the steering wheel. I guess the short problem is in the steering wheel. The turn signals don't cancel automatically so the turn signal cam is broken too. I was going to try and fix that and the horns at the same time.
