How about the starter relay? It almost sounds like a start/run thing. Is 
the neutral safety switch working OK? Try just grounding the terminal 
where the neutral safety switch attaches and see if that helps. 

Do you have a three wire or two wire relay? Check out your wiring 
diagram and you will see that two terminals will be tied together for 
starting position and then it will go through the ballast for run. You 
can check the ballast for continuity with a meter. You probably have a 
1.5ohm resistor. I think that's what comes with the Mopar electronic. I 
ditched it for my old .8ohm and it works better for producing rpm's.
