Nevermind....looks like a cotter pin is normal and the wear and tear on the rubber insulator has created the play, took the shaft right out and it looks like it's designed to have some play as the slot where the pin goes through is close to an inch long...looks like the insulator on the bottom has fallen out giving it the play.  Going back together now, nice day (for Canada) for a cruise!
