Thanks for all the suggestions.

* air filter is clean
* choke is now fully opening.
* valves adjusted once (were too tight); that is on my list after I do
the easy things. Also going to do compression test now that timing is
done.
* plugs pretty clean, just have heavy exhaust and gas smell in garage,
runs rough at idle and uses a lot of gas!

Other spec that is odd: Vacuum fluctuates rapidly between 12-15 on
idle. Seems too low, and not supposed to fluctuate.
