Neal,,,,,, you have answered your own question,,,,,,
     If the compressor is running and still not building pressure, it is not the switch,,,,,,,the switch is only a mechanical item that tells the compressor to shut off when it reaches the set limits of pressure, it would be my guess that your reed valves have some rust or contamination on them causing the problem
