Should be SMALL bolts (another old guy tipo)

Not sure if I understand you (upper and lower?), but brake cylinders are held on with two amall bolts from the back side of the backing plate.  Does that help?

I need to replce the upper and lower. I took of the drum and four
bolts, but the metal plate in the center of all the brake hardware
still holds the cylinders.  How do I remove that plate, I don't see
any obvious way?
