Goop may work, I don't know. Do the directions mention longevity and stability in wet conditions? 
3M Super Trim Adhesive #08090 or 3M Super 77 are alternatives, per

There are some rechrome vendors listed on the 62-65 vendor's page.

It may be less expensive to find some nice used window latch handles and top pivot assys. than rechroming?  
You may want to check with Joe Suchy and Jim Kramer and some of the junkyards listed on the vendor's page.
