Silicone on Everything?

Whomever had this 361 used silicone on the valve covers, intake, water
pump, water pump to block, thermostat housing, timing chain cover, oil
pan, tranny pan, and probably a few other places I forgot. It's
everywhere.

Where usually is a good place to use silicone?  I would think the
gaskets would be good enough if the surface is acceptable.
