YUP, it will matter!  Drums out of balance now, you will have a vibration.  Think if a small wheel weight on your rim makes a big difference just think what a chunk from your drum will do.  Sounds like their is a ridge on the outer edge of your drum.  You have to back your shoes off to get the drum off or rip the brake hold down hardware off the backing plate.  Do you have single or dual wheel cylinders?  Singles have a slot at the bottom about 6 o'clock on the backing plate duals have two eccentric adjusters at about 3 & 9 o'clock.  Your going to have to back them off no matter to get your drums off.

I tried removing the driver side brake drum today. Man, it spun fine and I went to pull it off and nothing. Then it wouldn't even spin. I couldnt get it off for nothing I even tried hammering it. It came about half way, seems like brake shoes were pressed against it. I've never done these before and i cant find the hole for the adjusting screw, nor do I have the space :-/. While hammering a piece of the drum broke off, not where the brake runs against just the outside part. You think it will matter?? I've included a pic.
