That is no problem setting the odometer to what ever mileage you want and keep them in alignment.  All the misalignment means is they did not know what they were doing.  As a fleet mechanic when ever we changed a speedometer we had to keep the mileage correct, the new ones came in all 0s we added what ever was on the old one to the new one.  Or if it was a refurbished one we adjusted it accordingly.  I Never had a miss-aligned one!  IMO it has a lot more miles than is showing, it looks like an old restoration that someone cleaned up.

Sounds to me like it is a great find.  Doesn't matter how many miles are on it.  As far as someone going under the dash and turning back the speed o.  I does not line up the number correctly if one does that.  Alway out of alinement.   After sitting for solong oil tends to seep out of various places.   I would just enjoy it and the heck with what ever body else might say.  You have it and they don't.
