brake cylinder fluid level question, 65 dodge



I have manual brakes on a 65 Dodge Coronet.  When I took the cap off the brake cylinder the fluid is not quite up to the post that the cap screws into.  How full should this thing be?  Should it be almost full such that it would go above the post?  On a semi-related note, the gasket inside this thing is kind of beat, but I could not find any replacement gaskets online.  Anyone have a source for these?
