Trans question

I have replaced the broken tailshaft housing on my trans.. I also replaced the O-rings for the speedo, parking sprag, filler tube and cable shift.  I found an O-ring that looked right in a generic packet. The cable shift leaked horribly after I installed the new O-ring. Yesterday I went to a supplier and found the O-ring that should be right for the cable shift, APG112.  I pulled the pan and installed the new O-ring and it seems much tighter although there is very little outward difference to the eye. When I installed this I noticed a rubber seal that looks a bit like a valve seal that is floating on the shift lever shaft.  My question is if this should be floating or anchored somehow?? I have a spare trans and it doesn't have this other rubber seal BUT it's pretty beat up and there were some chunks floating around which could have been this seal.  Check out the photo and see if you can give me some info. The seal is between the locking spring and the housing.
