Hood scoop and hood contact issue



I have a scoop on my 65 Coronet and it sits directly on the hood.  Some time ago the paint on the hood began to bubble/roll/flake at certain points where the two come in contact.  Is there supposed to be some kind of gasket between them?  I plan to have this fixed, but do not want it to happen again obviously.  I'm wondering if it was due to a poor paint implementation in the first place that another try  by someone better would not have.  Otherwise, I'm thinking about putting some kind of rubber or felt strip between the two.  Anyone else have this?
