You can always clean and polish chrome to make the rust go away.  Then several layers of your favorite car wax to keep if from rusting quickly.  I used to do it to my VW parts all the time.  Keeps them looking nice.

POR-15 works on about any surface. It can be sprayed or brushed on.  It needs the surface prep solution on metal before using it.  It worked great for me.  It is supposed to be used as a primer and painted over as it is susceptible to UV rays.  I have used it on my K-frame, steering box,  wooden carb spacers, etc.. Don't get it on you as it won't come off without some hard work and probably pain :-)

I've used Eastwoods Rust converter, it turns the rust black then you can prime and top coat it. Loctite also makes a similar product. I also use products from KBS Coatings for frame rust.
