Drain out the old oil and water.  Take out the spark plugs, spray in some WD40 a 30 second squirt for each plug hole.  Then take an add in each plug hole some http://www.marvelmysteryoil.com/ one or two tablespoons for each one.  Then coat the rockers and everything else you can with the stuff.  Let it sit a bit...week or so.  Then see if the motor is still free, does it still move?  Can you rock it back and forth?  If the motor is still free, turn it by hand a few turns around.  10 or so should do it.  Then over fill it with oil....some nice 5w20 or 0w20 should be good.  Turn it over again with the oil in it.  Then put your plugs back in it, find a better place to put it out of the weather and it should be OK.  

If the motor is frozen and won't turn over it will have to be taken apart to see how much damage has been done to it.  Hard to tell if it will be OK or not when they get rusted solid.
