Thanks Tom. That "people do weird things" is the understatement of the day. LOL 

By the way, there is evidence of a slight spline in the inner circular center area if that matters.  You have to look close to see the spline.

I don't recognize the part as something related to a TorqueFlite. Thus your explanation seems very plausible.
