I wrote a book 10 years ago by a major publisher. They were very specific in telling me I had to get permission from owners to use any image from the Net. Unsure what the monetary damages would be. You may need to consult with an attorney but I'm unsure if you'd be in the red on pursuing that path. Maybe see if the violators would simply be willing to pay you a fee to ensure they are complying with copyright law.
