From my notes here are some measurements.
 
B-body 8 3/4 rear drum to drum
 
62-63     58 1/2"
64-67     59 1/2"
68-70     60 1/8"
 
The rear you are using would be 1 5/8" wider, that's 13/16" on each side you'll have to make up to return to the original clearance. I found hat the biggest tire you can fit is the BFG 285/70R15, being 11.3" wide, 30.8" tall. I run 285's on both my cars, but thinking of going smaller.
 
A Mopar Police wheel 7x15 with 4 1/8" bs + 3/8" spacer for a total of 4 1/4" bs fits with room to spare for fender and springs.
A Cragar S/S wheel 7x15 with 3mm offset and 4 1/8" bs + 3/8" spacer for a total 4 1/4" bs fits with room to spare for fender and springs.
 
Note I have measured drum to fender clearance left and right on many cars and found that not all cars are created equal, or like there owners sag or bulge as they get older.
 
I would like to hear from anyone using the 275/60R15 tire on a 15x7 and a 15x8 under a '63 B-body. This smaller 275/60 is 28" tall giving a true rear gear ratio. The larger 285/70 takes .30 out of the gear ratio, but when it hooks giddy-up.

One thing always seems to be missing.  You can put giant tires under the car with steel wheels, but you loose clearence when you start using aluminum/mag wheels .  They have almost an inch more positive offset when you go to "custom" wheels.  I'd like to know what guys are using for wheels such as American or Rocket or Crager type wheels.  I'm real close to a change for my '63 so I always watch these posts closely.  I have a 68 8 3/4 under my 63, so I lost about an inch of clearance. I think that would put me where a 64 would be ?

Your original question was "how big" .... . This was my exact question with my '63 Sport Fury. I asked around locally a lot and came to the conclusion no one could give me an exact answer, and no one convinced me they knew any more than I did about how to get an answer.

So I made measuring fixtures out of aluminum angle and bolted (captured) them on the drum with the lug nuts. I used another piece of aluminum mounted at 90 degrees to recreate various tire widths. I wanted all I could get in the wheel wells with a stock stance.

I ended up with 17X7 W 4.00 B/S FR with 235/50R17 's FR
                          !7X8 W 4.00 B/S RR with 255/60R 17 's RR  I am not implying this will work for your '64. just adding my 2 cents.
