Ddon's advice is good IMO.  If you have a bolt that is bottomed out in the hole, or possibly a grade 8 bolt , or a fine thread bolt in a course thread hole, you have more of a problem. Heat won't do much good. . That is probably a 3/8 bolt. So you can start with a little bigger drill bit.  Those gold colored bits     
 ( nitrieded) sp  will drill through grade 8bolts. . It is important to center punch  as near the center as you can..  Measure the depth of an adjoining hole and drill the same depth.  Gradually use a little larger drill bit until you get to side of the  the threads of the hole you are working on . Most likely you wont have drilled right in the center of the bolt, so use a pick to pry the remainder of the broken bolt out. If the threads can't be used, get a Heli-coil set to  drill out the hole and install new threads the correct size.  You may have to use a mirror and a bright light  to see what you are doing, but it may keep from taking the head off...Good Luck!..................MO

I don't know what kind of space your're working with (with my luck, almost none) but my sorrowful technique is to carefully centerpunch the center of the bolt, as close to center as is possible, then start with the smallest/tinyness bit in my box and ease that smallest one deep into the broken bolt at a slow drill speed.  I concrentate while doing so, the cussing can come once the bolt is out.  Once the pilot hole has been drilled, step up in small steps until you are nearing -- but not ever touching -- the threads.  At that point the allen wrench/can be pounded into the hole (or the rod welded/JB'd).  And hopefully the problem rust or loctite) has wearried of the vibration and the bolt has slightly sunk back into the hole you have made and you may find that, after an initial minor reluctance, it comes right out.
 
Then you can curse.

I had a bolt broken off in the block a couple years back.  Bolt up front that held the power steering pump bracket.  Tried all the magic techniques with no luck.  Finally ended up drilling it out and re-tapping to the next larger size.  That experience is what keeps me from changing exhaust manifolds now !!  Good luck with yours !

I had an exhaust manifold bolt that broke. I used a starter hole, then left hand drill. The bolt did not come out, but this work allowed the use of an easy-out. The bolt came out with no damage to the threads.

I have a 3/8 bolt broken off inside the hole about a 1/3". This is the bolt that holds the alternator to the head. I suspect it's bottomed out. I've tried a left hand drill bit and a Craftsman Drill-Out and I am not removing any metal. I'd sure like to not have to pull the head to remove it.

I'm no drill bit guru but the bits seem to be sharp.

Any suggestions or help anyone can offer? Is it more than drill straight in to get the hole started or what?
