The cheapest way money-wise is to have another look at the existing brakes to be sure all is up to specs. As Herb noted, check for rust / binding. Have a friend along to keep a neutral perspective when inspecting. :)

The next less costly way is perhaps to switch to Bendix style brakes.

The disc swap will require more coins. The AAJ kit was already mentioned.
