I use a Power force dampener. The marks were wrong just as you state. I removed the tape and remarked mine with an etcher. I used a dial indicator and made sure that tdc was just that. You can purchase timing tapes that will attach to your balancer but of course you need one for the correct diameter.

I then purchased a later model timing cover with the timing marks cast into the driver's side of the cover but the fit is terrible and will force me to elongate some of the bolt holes to get it to work and I really don't want to use the 50 yr old stock balancer.
