Lyle, there may be a simple fix, like just replacing the regulator, or even just removing it and cleaning any rust/corrosion at the regulator mounting screws.  The regulator case needs to be securely grounded!  Just remove the mounting screws and scrape or sand the metal under the mounting tabs and the tabs on the regulator itself to clean bright metal and cover the bare metal with dielectric grease (or even regular bearing grease) and securely tighten the mounting screws.  That might be all that's needed at this time.  If just remounting the voltage regulator doesn't solve the overcharging, replacing it might.  Just be sure to properly ground the case as above.

Often, the problem is a bit deeper.  One thing that can lead to high charging voltage is rusted/corroded electrical contact points throughout the electrical system.  Carefully going through the whole system, cleaning and tightening all the various connectors and ground points can work wonders.  While doing that, a careful inspection may show problems that are just beginning to rear their ugly heads before they cause major problems. 

Remember, our cars are going on a half century old, and many have had little or no electrical maintenance.  A good going over can make 'em ready for decades more service.
