Method  I like is to use a nail head  welded into the hole . Shank end out to hang on to.  Less chance to blow  the hole bigger and no globs on the inside. . Clip off the shank and grind down flush. Easy and fast..................MO

Clean the holes well and use a copper backer while you MIG them shut or Tig. Grind both sides if accessible and no one will know they ever existed. I make different size and shape copper backers by hammering copper pipe flat and holding manually or clamping with a magnet.

I have some pristine fenders from a 64 Valiant that will be going on my 64 Barracuda as the restoration continues (will be getting a dual Master Cylinder and lines for safety next week) but the Valiant fenders have holes from original Valiant chrome accents, which the Barracuda did not.
 
What is the best way to fill the holes (brazing?, welding?, other?).
