No, the Torque Control Drive is a silicon fluid filled coupling that connects to the fan pulley.  The unit allows the fan to driven in a normal manner at slow vehicle speeds while limiting the top speed of the fan.  It's intention is to reduce horsepower loss in high performance engines during hard acceleration.

I remember that in 66 Ford used a fan with a ring that connected the blade tips.
Is that what you are talking about?
