I'll second this, but suggest you could go through the online process.  Open your Purchases history in "my ebay" and find the item.  On the right will be a tab "I'd like to...".  Hit this and one item in the list should be "return this item" if it isn't past the time limit.  Start with this.  It will ask for you to select a reason for the return out of a list, one reason is "item is defective".  Then you will put the details in a block in text.  If the seller refuses, then go to the ebay resolution center and dispute it.  You have to file the dispute within 30 days of auctions end.  If the seller just doesn't answer, you can still dispute.  I have successfully used this process several times since they implemented it during a general revamp some years ago.  (They also removed the ability of the seller to give you negative feedback in retaliation for you giving the seller negative feedback.  The seller can only give positive or neutral, or file a non-payment dispute...which is why I use only paypal to pay my purchases...it is automatically documented to eBay that I paid.)
