Hi David             I have the identical Hemi set up in my car 
it began life with an alum 3 row rad a (2) 10" plastic electric fans
it was warm and progressively got warmer   200-215 for a 25 mile ride on open roads
did some searching this winter '/ spring ….  finally settled on a Glen Ray Radiator unit c/w metal shroud and a
Hayden flex as per Bob Schirmer's recommendation   My temp now barely exceeds 180   (maybe 190 in traffic)
but all works to a tee and I now enjoy and trust driving the car again

Timing plays a big role - my 318 Poly set at 15 BTDC takes a long time to warm up - if anything runs too cool.
 
Stock fan - no shroud.
 
FlowKooler water pump + 180 degree Robertshaw thermostat
 
Radiator:  “Desert Cooler” aluminum 2 rows 1” tubes 14-16 fins per inch   (Classic Industries MB2352A – US Radiator AL035037ANDZ)

-Check the water sensor and make sure it is accurate.
- I use a Moroso high flow 160-degree thermostat.
- May need a high flow water pump.

I will check all these things and see what type (how many pass) radiator I have as well as pulley ratio, and thermostat.
It seems to make sense to keep water running thru the radiator for as many passes / time as possible to cool it before returning to the engine.
