Horn Rim 63 Belevedere

HI all- First of all thanks to the members that helped me on where to find a signal switch. I have a new dilema. Can't figure out how to attach the horn ring to the steering wheel n my 63 belvedere. It lines up with the 3 screws holding on the horn switch but don't see how it attaches. Am i missing another part or missing something obvious. Thanks in advance
