What year and model MoPar is it? Is the heaticontrol valve thee original Ranco or an aftermarket one?

Aftermarket units do not shut the water flow off and the capilary tube is just for looks.
Now as far as hose routing the heater core has 1 size and the control valve has the other.

That should explain the flow direction.

If 1 hose is hot and the other is cool the control valve is slightly closed.
