Flexplate Bolts

I have ARP flexplate bolts for my 318 flexplate to torque converter.  ARP says to just use their lub and torque to 25 ft-lbs.  I also have their flexplate to crankshaft bolts however on these they want Locktite 242 (blue) on the threads and their lube under the head of the bolt.

I am concerned and would think that if Locktite is specified for the 6 large bolts why not on the 4 small bolts that go to the torque converter?  I did call ARP and they verified no Locktite on the torque converter bolts.

Any suggestions and comments would be appreciated.

Thanks
Dennis C.
