Well I think this "matching numbers" is just metaphor. Car is full of dates in castings like Engine, Transmission, rear axle even in radiator in some cars. Matching means that dates cannot be later than production date in bodytag and not many weeks earlier either. And if tag says car is red with white interior it cannot be black forinstance. Matching numbers do not quarantee that engine what so ever is original, it could be taken from the car made in same week.
