Use a gear puller to remove it. It does not matter if it is a power steering wheel or not, since it is the same part. Bolt the gear puller to the two holes on either side of te shaft, and use the FLAT tip (the tapered tip will split the shaft, I know from experience) on the end of the shaft to pull the wheel off. Penetrating oil doesn't hurt any either. I used CNC Screwloose. It is not hard, just make sure to mark the orientation of the wheel in relation to the shaft.
