The service manual says to set the mix screw 1.5 turns out and then set idle to @800 RPM. I have mine idled higher, @1000 or so. To be honest, it sounds like your vacuum advance is either broken or the line to it is leaking. Check your choke function and set the idle a little faster and about 1/2 turn leaner. Worth a shot!
