Chuck, Don't mess with it! I had the same thing, spent a whole day taking the Bendix apart and resetting it (a real pain). Later I was looking in the service manual and it said if the drive is extended and locked, install it meshed with the ring gear and when the engine starts it will return to the disengaged position. It also recommended against dissassembly because if you don't get the locking pin in the correct groove when you reassemble, it won't work properly.
