Better than rally wheels... those are the slotted 15x7 cop car wheels. 15" wheels gives clearance for the bigger Cordoba brakes. This is a great starting point for someone who wants a cool driver.

Standard steel wheels look much better. Looks like the car used to have factory A/C. I see what appears to be snorkel holes on the dash.
