I don't know what the source of the serial numbers was, but serial numbers starting with "3" in the 1931 to 1957 era were for Dodges, not Plymouths. US-built Plymouths started with "1" or "2", while Canadian-built Plymouths started with "9".

One of the sites listed has the production by body style. Those numbers include all models built in the U.S. and Canada, for domestic and export. The numbers include export DeSoto Diplomat (SP30 and SP31) as well export Dodge Kingsway (D64 and D65) and the Canadian-market Dodge (Crusader, Regent, Mayfair) (D64 and D65). All DeSoto Diplomat and Dodge Kingsway models built in the U.S. used Plymouth serial numbers while Canadian-built DeSoto Diplomat models used Plymouth serial numbers. Canadian-built Dodge Kingsway models used the same serial numbers as the Canadian-market Plymouth-based Dodge.

The 83 Belvedere 6 models were export Plymouth Belvedere 6 4dr sedans and export DeSoto Diplomat Custom 4dr sedans. The 37 Mayfair 6 models were export Dodge Kingsway Custom 4dr sedans.
If you are using the Classic Car Database for production by body style figures, be advised they have 55,590 for the 2dr sedan in both Belvedere and Savoy series. That figure is correct for the Savoy 2dr sedan but the Belvedere 2dr sedan should be 24,369. CCD took their Plymouth and DeSoto production figures from "The Plymouth and DeSoto Story" by Don Butler. Someone entered the wrong figures for the Belvedere in the book and everyone has copied the error since.
