Location: Lower Mainland BC | Not saying that it is *THE* answer, but it is an answer, i.e. Chalk Paint. I've done my headliner with it. Headliner was disgusting. Now it it is almost nice.

Location: So. Cal | My headliner looked like yours when I first purchased my car. I didn't have A/C in it as most of these don't, and I drove it with the window down to keep cool. Well, it eventually ripped it all up and blocked my view very badly so I had to rip it out. Hopefully that paint idea will make it strong enough to hold up under a strong wind. |

With 3 coats of the Chalk Paint (with sanding between coats), the headliner is plenty wind proof. It pretty much feels like vinyl now.
