When posting a new message, the maximum file size is set to 500Kb.  You'll need to make sure your file is that size or smaller. 

Also, try saving your photos as .JPG (JPEG format).  JPGs have built in compression that make them substantially smaller than .BMP, .GIF or .TIF formats.
