You can't avoid ruining the paint where the hubcaps contact the wheel. That's going to scratch no matter what you do. Not chipping the paint at the outer surface can be achieved by using a plastic pry bar like for removing windows & trim.

Here's my simple solution, a quality screwdriver, heated up and bent to the wanted shape and then polisched. A piece of plastic with the same radius as the rim with a groove for the screwdriver.
This solution works really smooth and easy, without damages either to the rim or the hub caps
