1960 dodge dart 5,13 Lt (313 cui) / V8: does the engine has a "flat tapped" camshaft or not ?

Flat tappet I believe is all the factory produced. Roller tappets are an after-market performance upgrade.

If you mean solid lifters or hydraulic, it should be solid. But yeah, all cams were flat tappet until around 1985.

Not exactly correct Nathan. The 59 Dodge with the 326 used hydraulic lifters. Since this was a one year only engine, not sure any other poly A engine used them.
You are correct that roller lifters were not used until 85.
