Ready to put t bars in my 1960 Chrysler Saratoga. Question is, .... how far do I raise the control arms before inserting bars in the back of lower control arm anchor? Is it correct to say, with ALL suspension components installed, including front shocks? Then raise arms to, what? the end of upper travel ? Thus simulating car at its lowest, at this point do I insert t bars in lower control arm and then start threading anchor bolts to adjust (tighten) anchor bolts to desired ride height?

Leave the control arm nuts loose until you have all the weight of the car on the ground, sitting at the height that you want it to be. Then tighten them. If you tighten them beforehand, you will likely rupture the LCA bushing. That's the only issue you need to be aware of. Other than that, you can do it in whatever order or process you like. But typically, you can only insert the t-bars with all the weight off the arms and the adjusters all the way out.
