I am stumped. I Peg the wire and gas gauge goes to full. (Clip to ground from the hardwire)
I pulled out the fuel sending unit, and tested it on the bench as well as plugged in to the hardwire and the gas gauge works. When I have it in, it’s not working. Is it the ground even though I have that black clip?
Do I need a stronger ground?

Sounds like it. Try using a test clip from the outlet to a known good ground, and see if that solves the problem. Those factory clips aren't a great solution. I have used a hose clamp to clamp a wire to the sender outlet and then screw that into the body when I have trouble with it. With the sender out, you might be able to solder a wire to it as well, if you have a pen torch.

There is also a chance that the sender has issues with moving side-to-side. Sometimes they register only when slightly pushed on one side, and so when it goes in the tank, you don't get that and it doesn't work.
