Location: Belgium, 40 miles south of Brussels | My guess is that, as the cables were obviously not tensioned, in case of an accident, retaining the passenger would happen in 2 phases:
1) for a small shock, the seat belts attached to the bar would retain the passenger
2) for an more intense shock, would the seat bench move forward, the cables would allow some movement before retaining the structure (and the passenger)
