generally, if you resize to 800x600 or 640x480 then it will upload and will also prevent those that view it from having to scroll-scroll-scroll to see it if their web browsers are set to view unscaled...
even 320x240 is often good enough for web site forums...

100 KB seems to be the normal max.

as an understanding of "pixel size" (resolution) versus "file size" (kb, kilobytes) -

a picture that is 800 pixels wide by 600 pixels tall has 800 times 600 equals 480,000 pixels...
the "k" in kilobytes is 1024, but for a rule of thumb people generally just call it 1000...
480,000 divided by the "k" gives us 480 - so a 800x600 picture is 480 "kilobytes"...
IF the picture is "lossless" - but gif's and jpg's are "compressed", so they have a "loss" - but let's not muddy the details too much...

so when people point out 100kb or 250kb picture sizes, they're talking pictures way smaller than 800x600...

a 320x240 would be approx 77k
a 640x480 would be approx 307k

it's not "exact", but a rule of thumb...

basically, if you want to upload pictures, you do NOT want a "megapixel" picture from your camera...
a SMALL and CHEAP digital camera could take a 3.1 "megapixel" picture, or 3.1 *million* pixels when most forums only allow an upload of that divided by 30 THOUSAND...

we've all made it as clear as mud, eh?

You mostly want to use a resizer-program where you can adjust the quality of the JPG, and saves the JPG for web-use. It will then leave out some irrelevant data inside the JPG which makes it even smaller and quicker to load.
I usually have no problems sizing pics back to 1024 pixels wide and still have them smaller than this site's upload-limit.

Some less-ancient forum-software than this sometimes has the (optional) functionality to simply resize the uploaded image before it gets stored and posted in the topic.

I've uploaded some image-size examples below to view;
