Location: San Antonio TX | Seller says the car "...was ordered with a police package 6 cylinder and 3 OTT which I still have but both are out of car..." Doesn't provide a vin or any pics of the "package" so I guess we just have to take his word on it. Location: Lower Mainland BC | Police Package = heavy duty stuff, springs, brakes, etc.
Taxi Package = heavy duty stuff, springs, brakes, etc. and probably the 6.
So it could either be a Police Crawler (certainly not a highway patrol car, LOL) or a Taxi.
Or, who knows?

There are lots of reasons to believe that car is not a police package car, the side trim chrome for one.
