Impact won’t bust em, even after penetrating oil.
Is my only choice to heat em or cut them off?

Never met a bumper bolt with a brain. A breaker bar should break them. If not, it is smoke wrench time.

Only bolts that wouldn't come loose were the bumper bolts. Heat em up before impact. If that doesn't work, torch time.

Chris, is this where the bumper bolts to the brackets or to were the brackets bolt to the frame?
The brackets to the frame at the rear are the worst, long fine thread bolts with years of crud and no room for a impact.

So just a heads up, ... a couple of years ago, when heating the rear nuts to turn them off, sometimes took two heats per bolt, I got a little over exuberant with the heat and the next thing I knew the rubber between the rear valance and the body was on fire. (station wagon) A little scrambling but got it out only to realise I had left my Dewalt hand lantern just inside the tailgate area. It was almost completely melted, BUT .................. it still worked ... and I am still using it today. Pictures available, ... I should do a commercial for Dewalt.

These are the three bolts that connect the bumper end to the main bumper. Driver side. Hard to get to the bolt head without taking off bumper. Which I don’t want to do.

What car are we talking about ? I frequently use a tiny cutoff wheel on a die grinder to slice the nut off. usually two diagonal cuts on the side will loosen things up. Have to be careful as you approach the inside of the bumper.

Access to bumper end bolts can be very tough!  You may have to bite the bullet and take off the bumper.

With any luck, the actual bumper bolts will not be as obstinate (they typically aren't).
