Location: Murray Bridge, South Australia | Hi Guys, I am after the steering firewall seal part number 1830451 code number in parts book 23-31-124 unable to find a diagram in parts book but am sure its there. Its a metal plate with a rubber seal pressed on to it. The seal was totally perished.

The diagram that shows a 23-31-124 is on page 19-1 of the 55-58 Parts book. But the seal it shows is generic and not like yours.
There are two seals for the 58 Desotos and Chryslers, 1830 450 and 1830 451 depending on what is going on at the steering column (options).
I checked Len Dawson's on-line inventory and neither show up. Try whoever took over from Gary Goers.

| its your only hope or you need to fabricate one, you can do it with basic materials, like pop rivets and rubber seal with rubber tube of some sort |

I don't disagree. I made a rubber "seal" around my 56 Dodge steering column with a rubber (EPDM) Rubber Roof Vent Flashing that I bought at a local hardware store.
Like this:

And turned it into this (which I subsequently sealed to the column with black silicon caulking):
