You are correct. Georgia did not issue titles until 1963, therefore, ownership papers for vehicles prior to that would consist of a registration slip. Also, any vehicle over 25 years old does not require a title in GA. I sold a 65 Mustang at Hershey without a title to someone from the UK. At the Hershey "tag office" I informed the staff as such and even provided a phone number to my local DMV. The staff member called to verify what I said was true, then filled out the necessary paperwork without issue for the buyer.

Also, GA will not issue a title to a 63 or later vehicle if the title chain has been broken. I moved from GA to Iowa years ago. The 63 Falcon I took with me, registered in GA to me, did not have a title when I bought it. Once in Iowa, they issued an Iowa title. I sold the car before we moved back to GA, but even with an Iowa title GA would not have issued a title because I hadn't had one prior to my move.

If the car is registered currently in GA, you do not need a title. All you need is the registration slip. If you feel you need a title, find a friend in another state (possibly Iowa) that would title it, then have them sell it to you. You might also contact the GA DMV directly.
